From what I've been gathering, cruel 1-3 is to mimic the future 4-6 acts.
Yes, they want to test endgame but they also want people to be a respectable level for endgame. That's what the cruel acts do. They mimic what acts 4-6 will achieve with your level/gear so you're prepared for the endgame.
It would be weird to test an endgame right after normal act 3 if that's not how it's gonna be later on release.
EA = Early Access. Where is the Early Access the the words "Beta Test"? I see none. This is bad, esp. considering they did the same thing in PoE1.
And even if we forget the full campaign still not ready, ok, so make the "Experimental Map Device" in third act where you can launch a random map from the campaign without any quests with the random boss on the end. Like Diablo3 did freaking 10 years ago.
I like the game for now, don't want to say this is a huge problem or something, but it's a scamy way to do things. We already full of scammers in triple a titles, now another tensent pawn is trying to sell Free to Play game for 15 bucks to gash grab on beta tests. It reminds me of Cyberpunk2077 but if they would say "its just an Early Access".
There's no reason to repeat the first 3 acts, The campaign in PoE1 and PoE2 are terrible copy/paste of Diablo series story-wise, no one cares about it anyway. Just extend the Map Device or hire ppl who can make you a script.
