I redeem steam code access but cannot login to game?

Ask where he got his from, if it's a 3rd party site etc it could be that it's a revoked key.

what if i already use the key on steam?

you can launch it, and then login with your poe account when it asks you too, if you don't have a poe 2 key activated on that account you can't play. doesn't matter what order you do things in
