Some weirdness happens on my Titan too.
You don't have to wait until the animation is finished to perform another action and get the reload, but you do have to wait for the timer to finish to start firing more bolts. If you equip a secondary weapon, just use THAT to do an attack when the number on your hotbar goes from 0 to whatever you usually reload to and it will work straight away skipping the extra wait time.
As far as I can tell, the reason for this is that attack speed effects the reload animation, but NOT the reload timer. So your reload speed will be FASTER than the actual time it takes before the game lets you shoot again if you have attack speed bonuses.
The reload speed modifiers don't effect the speed of the animation, just how long it takes on the tooltip. That's why your character just stands around for 0.4 seconds after reloading when you equip Double Barrel.
Never had the 'crossbow jamming' problem after I figured all this out.
I run Lightning Rod with my Galvanic Shot build to get around this. And I was doing like 50k DPS with my trash self found gear in Act 2 Normal. No it's not a joke I killed Zalmarath in about 2 seconds with a blue Alloy Crossbow. He didn't even get to summon any minions.

I will have to pay attention to playing my merc some more. I do not think I have had this problem ... wait. You mean when it feel like you know you are pressing on the mouse and nothing fires?
I wonder how they made that long Mercenary gameplay trailer using crossbow but never realized there was such an obvious problem with the reloading.
It probably worked totally differently during that trailer. If you get attack speed on a crossbow you can see that it modifies the reload timer on the weapon tooltip, but your reload time on the actual skill is totally different. My guess is that 'reload speed' is a different layer they added for the early access update and they didn't even bother testing it.
