Just get a base thats BiS for you build and go line by line until you hit the stats you want.
Eventually everyone would, for little effort, have "perfect" gear.
It's just a matter of waiting.
I don't want to be able to guarantee a roll, but i'd be fine if I could increase my odds for a specific roll I want.
This almost total commitment to RNG isn't necessary. But it's GGG, it's what they do, have always done, and it won't go away.
It's not just left up to your RNG though, it's distributed across the player base, in other words you're likely to find your "perfect" gear for sale eventually, and it will cost a lot but you won't have to roll for it.
But thats not very chaotic is it.
