You can't AOE with it.
You are intended to basic attack.
Basically in PoE1 many skills were just a stronger basic attack, so in PoE2 they decided to just make basic attack a skill and remove those basic attack replacement skills.
The rest of your skills are for the most part better situationally, like more CC, Stun damage, AoE, or synergy with other skills.
The tooltips also don't show 2ndary attacks, for example on warrior Rolling Slams 1st hit is weaker than Basic Attack, but it's 2nd hit is stronger. The tooltip doesn't show that.
And you need to get both hits off for it to be better. Basic attack is better if you only have time for one.
Rolling slam is also AoE and has heavy stun damage to follow up with bone shatter.
But if you're not in a situation to do that, you basic attack.
