stash tabs (as well as any cosmetics) are yours as long as the games are in service, early access or launch doesnt matter.
also if you are going to just play POE2 do NOT buy the divination card tab or the Gem tab.
Div cards are not in poe2
you dont have to store a massive amount of skill and support gems in Poe2 as uncut gems drops stack to 40.
You buy them either ingame or on their website. Thawn4444 made a good observation, though. It seems that some of the POE1 tabs are no longer needed. So if you play only POE2, i would suggest you wait until you are ingame in POE2 and buy the ones you need.
As Thawn said, you will keep all your bought stuff.
Hell i even get to keep cosmetics i bought in POE1 years ago. That is how cool these developers are.

So I suggest anyone to at least buy the Currency, and wait for the game to release and see the other stash tabs that will be available. If they keep the every 3 weeks stash tab sales cycle, the tab sale will be on the same PoE2 EA release weekend.

I currently have the option to buy a div card design but haven't because support has told me that div cards are not coming to Poe 2 in the near future of EA or Launch and that I can wait if/when they do come.
I am not saying they will never be in Poe 2, just that they are not in for EA or at launch so it is not a good idea to buy the tab now if all you are playing is poe2.
The others you may just want to wait and see. Definitely buy the tabs on sale, though. The sales happen often enough that you never want to buy the pages full price.

So yeah, they are in PoE2, just maybe not from the EA start (we'll see).
300 pts is more than enough to buy the stash tabs you need. You do not need any more than that, but you might end up wanting more after hundreds of hours some day.
Since you're new to POE, you might not even fully take advantage of the stash tabs 300 pts would buy at first.
There's a stash tab sale every 3 weeks and, if I'm not mistaken, one should happen exactly one week after the launch of POE2 early access.
Probably the most useful stash tab you will want first is the currency stash tab, it costs 75 pts (60 on sale), then a map tab (150 pts, 120 on sale) depending on how maps work in POE2, then at least convert one of the basic stash tab to premium so you can sell items to other players (upgrading an existing tab only costs 15 pts (10 on sale), buying an entirely new premium tab costs 40 pts (30 on sale)).
After that, it'll depends on how items work for each mechanic, fragments and essence tabs are nice to have and you should have enough to buy both of them. When divination cards come back, a divination tab may be good to have as well.
Do not fall for Unique, flasks or gems stash tabs, they're only there if you have no other tab to buy, they're not significantly useful (even more so for flasks since they've removed them in POE2 except for the most basic ones). A lot of others tabs may not be available or not work the same in POE2 so you should wait before buying anything else than necessary.
So with 300pts I'd recommend (during a sale) :
-Currency Stash tab
-Map Stash tab
-Premium tab upgrade (in POE1 you have 3 basic tabs, that'd be 3x10 pts on sale to upgrade them all if you want to).
-Fragments Stash tab
-Essence Stash tab (probably not the most useful, if you prefer to buy another premium tab or if there's a more interesting league tab in POE2).
You won't need stash tabs until endgame anyway, so you'll have plenty of time to get used to the game and its loot before the first sale.

yeah that's true, to be fair my last ticket with support about this was a few months ago.
GGG's plans might have changed, because is does seem like they are on the production timeline now rather than the "no plans at this time" message I got.
Your point stands though, without many div cards, the tab isn't as useful.
