"Stop the Invasion" quest impossible

I'm working my way through the story, but seem to have hit a road block on area 32, I can't complete the quest there ("Stop the invasion") where you're supposed to sink 6 ships. The problem appears to be that all the ships I'm supposed to sink are just outside of the map around the edge of the area. Which normally would be fine... but none of my attacks/abilities will go past the shoreline, leaving me with no way to actually do anything about the ships. Unless there's some other method that the game hasn't made obvious to me.

There should have been a "activate relic" to use on them.
Place cursor over them to target, hit E key.

I have the same issue - can't activate them anyway possible.

The quest giver should have given you the bomb relic to be used on the ships

At Fuji Coast map, find NPC "Kudora Kojima". He will give you the bomb to be used on the ship

Cancel the quest then accept it again, u will get the relic eventually
