Exo bug?

Hello, im a new player in these game not in the genre tho
I want to use Exo with the tsunami skill. I buffed a lot INT and COLD dmg but my dmg in the third act is very low. I can't understand how it scale. Im level 40 and I rarely see more than 5k per tsunami.

You would want to look out for:
- additive to cold SKILL damage
- Cold Damage%
- Magic Damage%
- Skill Levels

Prioritizing Skill Levels.
The Runeword 'Skysong' is a nice early grab. Preferrably on a 1-h weapon, so you can still use a shield for resistances or even more plus to levels.
