Death's Sigil?
I just picked this up after killing Death on Inferno. Searching discussions brings up nothing and Google can't figure it out either.

Anyone have any idea what this is?

It is one of items needed to go to Fallen Inoya.Every act ending boss has a chance to drop one. They are like keys to Uber Tristram in Diablo 2 :)

Do the sigils apply to all characters? Are they one time use? Where do I turn them in? I dunno all the info on this is vague.

No, each character has its own collection.
You go with them to Um guy outside Inoya (down).

This I'm not sure, but I think they're one time use (though you can have many of them and you loose only one full set).
