Sub Skills

I have seen in an YT video, there are sub skills for each skill, how can i open it ?

Once you hit level 5, the little plus sign on the corner of active skills will light up. When you click that it takes you to a screen with the skill augments. You get 1 point per 5 character levels, regardless if you've maxed a skill or are using it as a one point wonder.
