Im not sure who exactly would say that you need anything else but the base game. by buying the complete edition. you gain access to alot of the newer and older classes (im pretty sure it is all by now) you also gain access to act 7 which is the latest and only act that is a dlc, which is not mandatory in anyway but give you a whole act to complete later in the game.
At the same time if you're looking for someone to play with i would suggest you goto our official hero siege discord[discord.com] there are plenty of channels where you can ask and see who is playing :) I hope this gives some insight.
Everything is unlocked and playable in the base game for you to play through the entire endgame! You dont need anything else to be precise. Now if you wanted afterwards to play other classes that are indeed behind dlc, you would have to buy them seperate or buy the complete edition. Same if you wanted to start playing act 7 when you are done with the base game.
