Closing the minimap ( with the "M" key ) totally worked for me. Thank you. I was about to refund the game. I just with I won't have too much trouble playing without it.
AMD has acknowledged that it's a known issue, but I don't think there's currently a fix for it.

In dungeon King's Garden map from 5 fps to 30-60 fps
In normal map press M to close mini map you will fast movement
But still, every time I switch from small window back to full screen it works fine for a while after even if the map is open. Yet it keeps coming back and I keep having to do this toggle to get it to run fast again.
I'm done playing until this is fixed. There are way too many of us having this issue and even though I got a sort of fix, it doesn't last long enough and I don't like having to constantly Alt-Enter back and forth.
