Paying Man Standing Watch option is disabled even though I got the money

In the west of Junion Lake, there is some guy guarding a chest. He asks 1000 gold for a chest, but I lacked money at that time and it was auto declined. After that, dialogue options are not working properly and paying option is disabled even though I got enough money. When I click on the 1000 option, he says he's the one without money and shoos me off.
