If you pre-ordered the game and can't build it then you can report the issue to frontier on their issue tracker: https://issues.frontierstore.net/reported-issues/planet-coaster-2.
I do not know if you can enable/disable that exclusive ride using the regular way to disable/enable DLC in steam. This can be done in Steam by right-click Planet Coaster 2 select 'properties' and click the DLC category, there you can enable/disable DLC you own.
But we have so many troubles in this game that it can be a reward fot thoose playing this beta version.
And I did a bit of digging and found that out as well... I could have sworn I pre-ordered the game, but alas, nope. Do hope they give us "late comers" an opportunity to buy these... kinda annoying seeing it in my build list but not able to access.
Just curious, but how do you see that ride in your game?
Did you download a park from the workshop or some blueprints containing it?
In my game if I search for 'cube' it shows nothing under blueprints nor under the create custom option. Even going over all rides one by one does not show me any ride from DLC that I do not own, like the Thrill-Seeker rides (or the pre-order ride).
Do you still see the ride in your build list when you start a new park?
I don't know about Franchise but when you download parks from the workshop that contain DLC you get a warning but still can open the map and even edit things. On-top of that, the "bonus ride DLC" is only one ride "The Cube[www.planetcoaster.com]", which as it stands now is the pre-order exclusive. With your remark of the game being a financial flop you also make it sound like it didn't have that many sales and thus not that many players with a pre-order, this means that current and future players shouldn't encounter this exclusive ride constantly.
All that aside it would be nice if the exclusive ride either was not visible when you display the DLC content ingame or if it was obtainable. Currently it creates the impression that the ride is somehow obtainable while it isn't.

I get how it would not be fair to the people that pre-purchased to
see all the people that purchased the game after release get the
bonus ride pack free.
But it makes no sense to me that Frontier has not offered the
bonus ride pack for purchase and has locked everyone else out.
The people that did pre-purchase can’t share their blueprints of
these three rides to people that did not pre-purchase.
And yes, I know you can filter DLC, but since I have some DLC and not these, I don't want to unintentionally hide the ones I DO have... (I don't trust that you can filter out by individual DLC, little ELSE works in this bug fest.)
The DLC filter option does not hide owned DLC, I got the vintage pack and can see the rides while having the DLC filter on.
Exactly. It makes no sense to me either. Or financially for Frontier. Why wouldn't they want the revenue from people willing to buy it and have a full set of park assets? I really thought they would show up in January. But nope. Glad I preordered but really feel for the people who did not. Everyone should have an Omnimover! Come on....it's a Haunted Mansion dark ride classic!
