Planet Coaster 2 Unreal Engine?
Unreal Engine 5.4 is known for its advanced graphical capabilities and could bring a significant improvement in visual quality and physics simulations, which would be beneficial for a game like Planet Coaster.

Why pay royalties to Epic when you already own your own engine you can always improve on?

You don't just change engine. All assets, code, developer tools, building pipelines, ways of working, engine and platform knowledge has to change. And their current engine is already optimized for the massive parallel simulation of guests, attractions, etc.

Neither of us can know if Unreal Engine would even be a good fit. Do you know of any large scale tycoon games built with unreal engine?

You cant though. Extreme financial and logical constraints mean most dev engines lack essential technologies like DLS/FSR or upscaling usually trailing behind the extreme satuation of the gaming market makes it next to impossible to have enough money to pay make a good engine.

Cobra engine advantages are no royalty's
Unreal engine 5.2 advantages are Quixel assets and textures, meta human.

I was hoping there would be some kind of weather options but it doesn't look like there is.

The cobra engine is designed specifically to make planet games, porting to unreal engine makes absolutely zero sense financially, logically, and graphically.
