This is the stupidest scenario so far. Once you do build the monorail and open the other side, people will travel over there, ride one ride or visit one shop then go back to the other side. Sometimes they will immediately go back to the other side without doing anything. In my scenario, the original side has wall to wall people and jam packed queues. The new side has mostly roller coasters and all most nobody.
I also added a new entrance on the new side. It helped some, especially with people complaining that they couldn't leave the park.
I am having the same issues. Cannot finish the Monorail.
The 'Don't Look Down' area has building restrictions on:
Paths
Pools
Terrain
Scenery
Tracked Rides
Flat Rides
Meaning you can't build or manipulate ANY of those in that area.
EDIT: Had to resort to clipping through a ride to make it work correctly. Make sure that you are paying attention to the height of the rails since the monorail is very limited here. I had the auto-completion going crazy when it was RIGHT in front of Station because the rail was just a little too high.
I got a good tipp to deactivate automatic tunneling. that worked
