Grey? The sites the OP is talking about are 100% legit sites that get their keys directly from the publisher.
They are not official retailers, only Steam and Epic is , and yeah i do urge you to do the homework on key reseler sites ...
I've done my homework. That's why I've bought many games from GMG and some from Fanatical as well, because, well they are in fact official retailers.

Haven't been about to find any lists like that for other companies alas, but notices the lack of certain key sites on various sites that only list legit ones:

You are confusing yourself! Just because they are a legit company that does legit business does not mean they have permission from Frontier to sell the pre order!
I sent emails to the online stores, and a rep from one of the stores said that Frontier will not be proving any more keys to any websites for PC2. My guess is because of the 15%+ discount they were offering vs the full price on Steam.
You seem misinformed about how these sites work. They can't exactly make keys out of thin air, they have to get them from somewhere. Unless you are accusing them of being actual shady retailers (i.e. ones NOT on the sites I linked above) how else could they haven't gotten their keys is not from Frontier?
And if they were so shady as you claim, why would they listen to Frontier in the first place?
Literally not how these sites work....
If anything happened it's that Frontier realized they would make less money listing the keys on these other sites because they often have discount codes people can use. Like the discount you get for being on Humble Bundle Monthly. Or the 5% off code you get from making any purchase on fanatical.
Frontier just realized that selling on those sites would take away from sales on steam.

it might have been both valve and frontier, Steam provides the keys to other sites like to Fanatical and GMG
