Scenery rating scaling?

I'm into chapter 3 and 4 on the career and finding that even on the heatmap, all map squares in the blue, that I am still only hitting a scenery star rating of 2.5-3

Is anyone else noticing this? I have tried the obvious like adding a lot more scenery and in some cases it doesn't add a point. It was not this difficult to scale this in chapter 1 and 2 and particularly with the garden of edith and its monetary limits, completing that is proving real difficult

Just Spam scenery building that highest price on free area (maybe far away from main attractions, not matter) In park rating it show point/score of scenery u may think it doesn't add point but It's add, just so little point.

As I said, I have tried the obvious, plus this aint possible on garden of edith because you are money limited, nothing comes in, only goes out. I spent 136k on scenery pieces and it still was not high enough (barely 3.2 star scenery)

For Garden of Edith just sold your complete coaster and u will have money enough.
