Once you get used to it, you're used to it...but it's a pretty silly way to make something more confusing than it needs to be.
its a perfectly reasonable UI design choice.... on a console, you can after all quickly switch trough tabs using the L1 or R1 buttons. or the D-Pad. using a console controller.
if you then blindly port that console optimized UI to the Windows PC port, well.....
Fun fact: I quit PC2 after about 30 minutes and then spent 4 hours in RCT3
