Because steam now indicates that it will be released 2 hours later.

No its not its set to release in about 20 hours. you can go to the store page and check yourself, stop spreading misinformation

It depends on where you come from, so in Berlin, for example, it's 4 p.m. when it's published.

if you go to the store page how many hours does it say until it unlocks for you in Berlin. im in the uk so i should get it about 3pm. as our time difference is about 1 hour.
