If you skip the retal mission, the advisor along with some or all of the personnel will die(depends on type of retal).
In general, retal missions let you send 8 units in a reaction mission (no infil time). intel/supply/recruit retals will also have 6 resistance personel with you on the map. If you have a military advisor, they will replace one of the personel on the mission making it a little easier. Engineers/Scientists are sitting ducks that you also need to rescue.
Besides retal missions locking it up, you can normally manage havens right out of gatecrasher onward. Only other blocks are if a region has failed a retal, then it is locked ot out of setting any personel on that activity (retal-specific activity so most of the time intel lock) for 21 days.
