Report a translation problem
Every item you bring, grenades, ammo, medkit, etc., will lower mobility by one. The SMG gives a +3 mobility boost (but smaller magazine and lower damage than classic rifle).
Always use the Commander's Choice option. When a rookie is ready to rank up to squaddie, check their stats first before assigning class. You don't want an assault or shinobi with crappy mobility.
Build up a reserve store of PCS. Some of these can boost mobility significantly.
Mobility PCS are always a good option.
Commander's Choice is a hack :P (but seriously, it's a mod, not a game option). If you've got someone you want to be a specific class, train them in GTS. Otherwise roll the dice. You can semi-control random promotions based on how many you have of each class (if you have 3 assaults but 5 of everything else, you'll likely get an assault from the random promotion). A slow shinobi or assault isn't ideal, but they can work; you may just need to build them differently.
