Strange thing about Resistance Comms
In all my vanilla games I needed only two resistance comms for all regions.

In my current game I have two resistance comms, both staffed with two engineers in each one. There is no space left to build a third one.

That's what the LW 2 - Wiki writes:

"The Avenger's radio capacity is not limitless, starting at a mere 3 contacts out of a potential 16. Resistance Comms facilities expand this; each Resistance Comms built increases the number of Contacts you can have by 1. Additionally, an Engineer can be staffed here, providing an additional 2 contacts.

The Resistance Comms can be upgraded, which provides one extra point of Contact just for the upgrade, and can staff an extra engineer for an additional 4 contacts(total of 8 with both engineers). "

So, I should be able to make 16 contacts with my two comms, as it was in all my vanilla games.

Now I can only make 15 contacts. I have contacted all regions except one and the numbers in the upper right say "15/15". The last region I cannot contact.

Additionally I made one mission with a reward of "plus 1 contact for the Avenger". In vanilla these missions added indeed one more contact, e.g. one unstaffed comm can contact four regions.

Not in my game. It stays at "15/15".

What is wrong?

No in vanilla and both LW2 there events rewards that give more comm and power.

More power to the avenger is from landed or crashed UFO. (landed UFO is tougher cause they have the turrets of doom)

More contact is from some guerilla ops. I can´t remember which one. but it will say +1 avenger contact as reward.

Sorry +1 resistance contact. not avenger contact. but it increases the contact without comm permanently.
As I wrote: I made a mission like that but it did not apply the +1 bonus.

And if I understand correctly:
You say, that the Wiki is wrong? As you can read in my OP (and of course in the Wiki itself) two resistance comms with four engineers should be enough to establish 16 contacts.

So, would you agree when I consider that 15/15 instead of 15/16 a (major) bug or could there be an explanation like "it works as intended"....?

The text you quoted in your first post is about XCOM2 vanilla, not Long War. As far as i can tell, the numbers are different in LW2.
The +1 Resistance Contact is usually from the Liberation 3 Mission, which is often a Neutralize VIP mission. It has a two part reward, the +1 contact, and some Intel. You get both if you capture the Dark VIP, but only the intel (plus moving the liberation chain forward) if you kill the VIP. There may also be Points of Interest to scan on the map that add +1, but I have not seen those.

This is a similar mechanic to Vanilla, in Neutralize missions you are normally offered Supplies and Intel. You get both if you capture, but only the supplies if you kill.

As far as the amount of contacts for a fully staffed comm station, I will need to go back and doublecheck in my game but from memory: I'm pretty sure I have killed all of the Dark VIPs in my missions, so no mission rewards for contacts. I currently have 12 regions contacted and I am 12/13, and two fully upgraded comm stations with one slot unstaffed. This has given me 4 contacts (1 for each station slot) + 3 contacts (the original 3 you start with even if you have no comm station) + 6 (2 for each of three engineers staffed) for a total of 13. So I would assume if I staffed the last station that would indeed put me up to 15. This is on Veteran Difficulty. So yes, I would need to complete one of the Neutralize missions by actually capturing the VIP to get the full 16 regions contacted.

In Vanilla you start with 3, get one for each station slot, and 3 for each engineer. So with two fully upgraded facilities you would have 7, and then with 3 engineers you would add another 9 to get to 16. No engineer was necessary in the last slot.
