"Build the Resistance"

I've been playing for quite awhile but something eludes me. I'm confused on the "Build the Resistance" objective. Do I just keep doing what I've been doing and going on any missions that have a good infiltration time or are there missions I need to be prioritizing. I've been stuck on this objective for a good while now.

Any information would be highly appreciated.

I didn't pay attention to the objectives but I think its about liberating a region.

Build a skulljack, rip an advent officer's head off, research alien encryption, etc etc. It leads you to mission chains that will eventually result in a region being liberated from advent control.

I don't think you need the skulljack component to liberate an area. The liberation comes from obtaining the right leads from missions that you run in that region. That's why you want resistance fighters on intel. They uncover leads and if you have a lot of them on intel and you're scanning there, you'll have enough time to successfully infiltrate a mission with a lead.

Is there a record anywhere of the leads you have and how many are needed to liberate a region? Do I need one lead or a dozen or hundreds?

You need to finish the Liberation chain missions(They'll be marked as liberation) in the region were you originally found the lead. Look at the resistance management menu (Very bottom, has an Antenna icon). It should show bullet points that shows what liberation stage each region is in, just focuse on the region with the most bullet points.

EDIT: You only need a single lead to start a liberation chain in a region. To find a lead that begins a liberation stage in a new region focuse on Find a lead missions that rewards only INNTEL, no POI.

I got the build the resistance objective finished by contacting 5-7+ regions
