Report a translation problem
The amount generated from a safe haven depends on the number of personnel assigned to gathering supplies. Also, scanning at a safe haven will increase the output quite a bit.
Lastly, if you are losing supplies every month, you most likely have a spy in one of your havens. Assign soldiers as advicers to try and sniff out these spies. Higher ranking soldiers are more effective at this.
