A little confused about XCOM abilities
How did i managed to get Tactical Rigging skill on this reaper

But this one lacks it

How do i give her/unlock Tactical Rigging too?
Cause being able to carry Bluescreen Rounds on a Reaper is seriously powerful.

I see. I suppose that's pretty neat. Makes each of the hero units unique.

Just see the XCOM ro wof abilities as a way to make the different soldiers more diverse as even soldiers with the same class have different XCOM row abilties. After all, it would be a bit boring if every soldier would have the exact same abilities.
you can alivate that by haveing higher combat inteligence, it gives a higher chance to get more xcom skill slots, s long you dont unlocked the ranks where a new skillsot woud be possible. (but somehow i got a templar that 2 times got 5 xcom skill slots with only normal, so there seems to be some other factors as well)

That's because it has actually nothing to do with combat intelligence.

Soldiers always get 4 XCOM skill slots. Faction Heroes can get between 2 and 5 slots.

Combat Intelligence determines the number of ability points a soldier receives per level-up.

Edit: A corollary to that is to not train rookies with a combat intelligence above Standard as Psi Ops, otherwise their combat intelligence is "wasted" since they don't have access to XCOM abilities.
