XCOM 2
Insane amounts of lag/freezing
My game usually runs at a solid 50-60 FPS, but whenever someone takes an action, makes a move, or it's the enemy's turn the game will just stop and freeze for anywhere from 5 seconds to a solid 3 minutes (Not joking, it actually got this bad one time)

I play on minimum settings, have a decent gaming pc, and closed all background tasks. Does ANYONE know how to fix this?

before asking anything else: is the game installed on a SSD?

It's installed on my D:\ drive because my computer doesn't have enough space on the main one, idk if that would count but it isn't external

Not what I asked. A SSD (or solid state disk) is a modern type of mass memory considerably faster than a mechanical hard disk.
It's basically a requirement for XCOM 2 (and a lot of other modern titles, really) if you don't want to suffer long loading times and constant stutter.

Still, not sure if this is what's affecting you in particular. I was just asking to understand the situation.

Sorry but I have to respectfully disagree. I run XCOM 2 on a 5 yrs old laptop from a USB 3 attached non SSD external HD at minimum 32 FPS, maxing to nearly 60s, often. It happens I discovered a 'minimal' preset for the graphics that made all the difference when used instead of any 'custom' selections I made. I'm a happy puppy, now!

Yes, SSD will make a difference for the ones owning it. But it's not a requirement in the sense that some tweaking may achieve a playable performance on less powered machines, so the hint may definetely help a "decent gaming pc".

Only a few and they're quality of life mods like cost-based ability colors and quick soldier info

Well, lag comes often from conflicts between mods, no matter how simple or minor their impact on the game may seem. A full list would be helpful.
