It's basically a requirement for XCOM 2 (and a lot of other modern titles, really) if you don't want to suffer long loading times and constant stutter.
Still, not sure if this is what's affecting you in particular. I was just asking to understand the situation.
Yes, SSD will make a difference for the ones owning it. But it's not a requirement in the sense that some tweaking may achieve a playable performance on less powered machines, so the hint may definetely help a "decent gaming pc".
