one really bad voice actor

Some of my soldiers have this voice with no emotion and even has a joke line where says oh *beep* is there a mod that is doing this or is that in the game?

Yeah, it was a just a voiceover that the sound designer recorded as a placeholder during development, before they had the actors in to record the voice lines. No one outside development was ever meant to hear it, so it didn't need to be good or emotive. Then someone at Firaxis thought it would be fun to inflict it on unsuspecting customers.

I'm very grateful for Iridar's mod.
