And, yeah, as Thunderbolt said, X-Com and XCOM are not the same series. XCOM is a reboot, so it doesn't follow the main series numbering.
Plus Apocalypse totally fits the criteria you listed in the OP.

Another superb game here on Steam along the same lines is Dead State, which is essentially the X-COM concept applied to a zombie apocalypse.
It's the 2nd in the line of Firaxis and that's all that really matters. In fact, if you take all of the predecessors, they are all just UFO. Reskinned, resold.
Xcom2, is actually a different idea derived from the first, to it is the first true xcom2 there has even been.

Ah ah ah, the Xenonauts propaganda brigade. That game is OK at best, and your comment has nothing to do with the topic. GTFO.
Also, Xenonauts is no more or less than a reskin of the original X-COM. They did streamline a handful of things, like not having to buy missiles or basic ammo for instance, but it's fundamentally the same game. I have logged many enjoyable hours playing it, but I think of it as replaying an old favorite rather than playing a new game. :)
