Most likely it has something to do with actively destroying humanity. Otherwise I can't see why XCOM couldn't continue to fight after the project.
Hence why they needed all of the earth's production power: to be able to pump out the impressive visuals of the movie! It's all coming together!
And the lose screen is a 2-hour long movie.
Are they building a huge beacon that can transmit brainwave so the Ethereals could control humanity? or distributing some kind of nano bugs through food and water to be consumed by humans then they activate that bug to control humanity?... dunno.
If I'm not mistaken, an Avatar is a divine being, a representation of a God. They created an avatar project by that philosophy, to create divine being - a hive mind - through all humanity. So all human will be acting like one supreme being, just like in the cover art.
That's my speculation, what's yours?
As far as I had remembered, Ethereals were traveling from planets to planets and meeting different alien species like sectoids, mutons, chrysalids and do experiments on them. Looks like they are building some kind of army. An army to fight for their galactic domination, maybe? who knows.
