Get a refund, then buy the deluxe edition.
It's stated in the refund policies, so they can't refuse to refund you... even though you will have to wait 7 days to be able to spend the cash, you will be refunded (although you might not be able to afford 7 days if you want to preorder the game at this point, let's just assume that you still have enough money that you can spend on the DD edition)

May we please have a means to upgrade to DDE at a price equal to the difference between normal prepurchase and DDE tag?
I've never used refund and do not wish to use it now or in the future because I don't want that interaction associated to my account - into which I have put over 10 years and thousands of dollars. More to the point, I eagerly bought XCOM2 long ago, thinking that not only was I a loyal consumer, but knowing that developers need cash flow on a regular basis. Win-Win, yes?

Anyway, you should be fine to buy a pre-order DDE as a gift to remain in your inventory, then activate it yourself. I believe that the gift will be a pre-order version whether or not you activate it in time, as long as you buy it in time, but I have no confirmation of that.
Now I have the deluxe edition pre-loaded :D
