Report a translation problem
When starting a new game unselect "Integrated downloadable content" and directly select at least the Alien Rulers option below it.
On a personal note I'd also recommend selecting the other option for the the Julian mission (Shen's last Gift), while long and needing a little prep, is a lot of fun and a massive exp farm.
With the above, ruler, option selected you now not only can get all the ruler weapons for free, but you don't have to fight a giant snake monster (or the other two) until you feel ready to kick those fights off.
If selected the weapons are in a green scan site that turns up a month or two into the game, recommend you grab it within a month or two. The white mission that turns up after that is what you can simply avoid until you feel ready. Or run out of things to research, whichever comes first.

When fighting rulers. Status effect damage (fire, acid and, for the non-snake ones, poison).
Rulers take a turn every time your people take a non-free action. Status effect damage kicks in every time the one effected by it takes a turn. I think you see where this is going
Related to the above, the Freeze grenade.
Hit them with one of these and you have a number of action you can take without them reacting to it. Use this time to cover them in the status effects.
It also prevents the one under the grenades effects from being able to dodge, so all damage done can't be halved.
Free actions.
Some of your peoples actions are what's known as "free actions", in that they don't cost an action point to use. These sorts of action don't trigger ruler reactions.
The most common examples are the Axe's throw and the Sharpshooters Lightning Hands.

This final option is just a pure slab of extra mature cheddar levels of cheese and will remove all challenge from any ruler fight (only works in missions without a timer though).
When under the effects of a frost grenade rulers can't break out unless your people take actions so they can take their reactions.
Free actions don't trigger reactions.
Some free actions recharge.
So if you freeze a ruler, hit it will all your free actions and then just sit there skipping turns until any of your free actions that can recharge do so, there is jack they can do about that while they sit there very slowly dying.
This option is not for the faint of heart, serious of temperament or anyone that gets easily bored
Try a search for mods with "Rulers". Two I have used:
1. stopped timers when ruler is active same as Chosen do.
2. made a lot of non-combat actions not trigger Ruler turns.
Can't remember their names.
For #2, "Ruler Reactions Revised" is the one I use.
You dont have to take them right away, wait till the panic bar runs almost out...
Snake is the easiest imo, betserker in the other hand....
