Do I need WOTC to use mods
I have just got this game and really enjoy it. I quite like adding mods to games but when I got to workshop I see basically every mod requires WOTC. Why is that? Is that DLC just so good basically everyone has it?

WotC is less a DLC and more an old school expansion. It doesn't merely add some extra content to the game, like all its other (actual) DLCs.
It's more of a near complete overhaul. New starting options, new enemies, new missions, new weapons, new story content, new items, new armors, new classes, new maps, etc. Also massively improves how well the game runs, you no longer need to have a book on hand while waiting for those loading times. It also corrects a truly asinine design choice concerning troop customisation.
The result being that this "DLC" effectively doubles the file size of the game.

Even the other DLCs (well, the two biggest ones) are given new options for how they can interact with the base game and there's another DLC for this game that can only work if you have the content contained in this DLC. Effectively making it a DLC for your DLCs, on top of being a DLC for the base game.
Hence why round these 'ere parts it's often called an expansion.

So yeah, most people have it and of those that don't they will typically end up getting it.
With the overwhelming majority of those that do get it never looking back afterwards. Which in turn, circling back to your original question, is why most of the mods people make are done so requiring it.

Although I understanding what your saying, its labeled as a DLC on steam, and since it is downloadable and contains content for the game (no matter how much or little) effectively makes it a DLC. What I will say is expansions are a sub section of DLCs (if they are downloadable), but even then I don't see that to be a reason to nit pick my question for no reason other than to feel superior.

Also try looking under the collections, I cannot vouch that every single mod works but I imagine most of them will.

'Quality of Life / UI Improvements - Legacy' has many that I and most around here would have used.

Yeah, that is what a DLC is. It's the modern version of what was once called an expansion. Back when that was a thing before the days of buying all your games over the internet.
It's simply that the term DLC generally carries certain connotations these days. Namely implying that what it adds is some smaller thing that just adds to the main bulk of what was already there but not really "expanding" on anything and could have easily just been part of the main game without the need to buy "extra bits".
The simplest example I can come up with would be the game Oblivion's "horse armor expansion", which many consider to be the first "DLC". That thing added so little it didn't deserve to be called an expansion as it didn't expand much of anything, but we didn't have another name for such things back then (well....at least not a polite one :steammocking:).
Unlike that games other expansions which did add extra content that built upon what was already there and extended the games lifespan.

As for turning into a discussion? That's a major reason forums exist in the first place. It's largely why they're fun :steamhappy:.

If you're looking for non-WotC mods I have a pair of recommendations, the latter of which has a WotC version you'd want to replace it with if you ever get that.

Do you remember that "asinine design choice" I mentioned WotC changed? Well this mod gets rid of it for the vanilla version of the game. Does pretty much what it says on the tin.

The way I see it, XCOM2 is a game about soldiers fighting off an alien invasion.

XCOM2:WOTC is a game about an Avengers-style team of superheroes fighting off an alien invasion that is backed by supervillains. I think WOTC is massively more fun, but I understand how tastes might vary.
