Yes, we will be able to pre-install ,and no before you ask we don't know when pre-install becomes available.

Pre-load will probably become available the day before the official release.

If they do that, it will be pointless.

Most of us who "need" the preload need it because we can't download in a day....Might actually cancel my preorder from steam (only reason I bought it full price was to take advantage of the usual preload a week before) and just get it from GMG or somewhere much cheaper.

to my knowledge of what is going on it will be announced tommorow at pax when the preload will be avaialabe.

Yesterday on Thursday's xcom 2 live gameplay one of the developers mentioned that next week they will reveal the exact preload day and time.
