best option early on is the templar base because you dont have an infirmary at start and need other installations more urgently, so no power leftto squice that in at first
If you're clearing rooms faster this also means you're freeing up engis faster so they can help build and/or staff those rooms should a need arise.
The faster you can clear those rooms the sooner you can get your hands on more resources in the first place, a useful thing when your monthly income isn't all that much.
Power can be sorted by way of having freed up location to build power stations in. And thanks to that last point, you can now likely afford.
Though at the end of the day there won't be much building going on as it's more important to get the resources in those rooms than to build within the space.
Don't get me wrong, the templar bonus is extremely good. But this just beats it out by a hair's width. The templars bonus really kicks in as more useful once the early game is done, as even without the skirmisher bonus you'd typically be on your way to having the engi's you need to get things up and running and you're moving on to the mid game where your troops are fighting enemies that can now hit back.
I suspect we can both agree that the reaper bonus is basically something you use when there is nothing else to scan.

so many other more useful things i can be scanning at, like collecting resources or a new staff member.
I mean yeah, but they're not always available.
No supplies? Can't build a radio tower.
No intel or no available contacts? Can't make contact with a new region
Have the bonus that makes contact instant? don't need to spend any time there, it just happens.
