How to do I increase base stats for a PSI trooper?
As far as I know, stats level up with promotions. But for a PSI trooper, their stats do not increase as they learn new skills and gain new ranks. I currently have a magnus PSI trooper with a superior will PCS (hired early game) and yet he barely matches up to the base will of my 2ed, newbie PSI trooper, gotten much later.

Anyone know how I can increase their base stats? Training PSI troops take its time and I would rather not find my best PSI soldier fully kit have a lower chance of a sucessful PSI attack than a base late game low rank PSI soldier.

Will doesnt affect Psi attacks, just Psi defense. Give him a Will PCS

Will means squat to PSI. Look at their PSI skill . (under Will) In fact, a Psi Op with Solace it totally immune to any kind of mind effects.

They do gain stats as they level in the Psi Lab, though I believe it caps when they reach Magus.

Will does NOT affect Psi rating; upgrading the Psi Amp is the only way to increase it beyond what the soldier earns from leveling. Also note that damage is based on which Psi Amp, not derived from stats.

Are you certain about this? I recall one of my Psi Operatives (who definitely had Solace) falling victim to Mind Control from either a Sectoid or an ADVENT Priest. Moving another Psi Operative with Solace within range of the first one ended the Mind Control. This was in a mostly vanilla game (with only some minor visual and sound mods, nothing that should affect the gameplay in any way).

I'm guessing that Solace may not protect the Psi Operative himself/herself, but I could be misremembering things as it is possible that I may have sent that Psi Operative into battle before he had Solace trained, although I doubt that is the case since I usually don't deploy my Psi Operatives until they have, at minimum, Fortress, Domination, Inspire, Solace, and Null Lance.

There was a bug awhile back where it could happen, but it isn't suppose to happen. There are a lot of numbers involved but it is possible that somehow their will was decreased or the stat for the enemy was over the normal limit, either through mods or bugs.
