Unable to research psionic gate

I did the mission I have no other research to be done in either research lab or shadow chamber other than avatar autopsy which can't be done until I research psionic gate that is not showing up. What am I missing?

The psionic gate must be retrieved from the location that you get from analyzing the Codex encrypted data.

If you've done so, then you need to upgrade the Shadow Chamber with the psionic gate upgrade. It's basically a standard facility upgrade.

Ah no wonder I couldn't figure it out, they added a pointless upgrade. thank you
