I gunners & grenadiers. So I use both. Both have come in very, very, very handy when the **** has hit the fan. Of the two, I think salvo has saved my bacon more than hail of bullets.
The only drawback of hail is you need to put a big magazine on your gun because I think it uses 3 ammo.
The drawback to salvo is when you're out of grenades, you've got nothing.
EDIT: THinking about it more. I think salvo has been definately better on timed missions where you're trying to prevent a detonation or you're trying to blow-up the alien relay tower because it allows more fire & movement.
OTOH, on non-timed missions, like assualting an Advent facility, hail has the edge, especially later in the game when you're dealing with mutilple high-hit-piont enemies and need to crush a secotopod or andromedon before he crushes you.
And then you play the last mission :P
theres a few exceptions however, for instance, blast padding, dont take that ♥♥♥♥ and go for holo targeting, thats for grenadiers.
for rangers I'd never pick deep cover over untouchable regardless of the side.
so if you went for chain shot, rupture, i'd get hail no doubt, a 100% hit chance can save your live when you need the most.
