Can you build more than one Workshop Facility?

Can I only build one Workshop Facility? I can't seem to build a second. My options are Lab, Power Generator or Comms.

Nope. One shop and one lab. You can build more than one comm and generator but you'll only need two. This will leave enough room for every other facility, upgrade, and ability to contact the whole globe.
