That is the first half of the last mission. If you listened to the VO it's a two-part operation. You only get 3 for the first half, 6 for the second.

Whoa... careful with the spoilers dude.

They specifically say that you need a smaller squad for the infiltration part, so you only get three.

There is no problem and thus there is also no fix.
When you start the mission to destroy the netowkr tower Bradford explains the mission objectives and also says that due to the mission type you will be taking a reduced number of squad members. (3).

Your then offered a chance to spend some intel on 3-4 different buffs for your squad.
These buffs are random and 1 of them may be another squad member.

The mission is easy, one of the easiest in the game. With a reduced number of enemies and also reduced Pod sizes.

You can get an extra man by trading Intel on the mission start screen. So you can start with 4 if you want. You can also trade more Intel for extra abilities during the mission.

I mean the title specifically states that it is about the final mission, so anyone who comes in here should do so expecting spoilers.

If your guys get hurt you can still use them on the final mission but their health remains lower

I recommend turning on subtitles, so you can read it, at least.

Did you check "disable ambient dialogue?"

Actually you can get four if you opt into the additional soldier option when starting the mission.

First half of the operation is rather easy just take it slow with a conceal ranger and pull, pull, pull. So use your B and C teams for that mission and save the mighty A team for a hilariously easy but long and drawn out final fight... And the Operation name is a reference to TFTD.

You don't always get the option for another soldier. Sometimes you luck out, sometimes you don't. If you just use psyops it's gonna be easy anyway.

I finished the game twice and I never had the option for a fourth soldier.

Weird, it should be onscreen when you select to launch the mission on the geoscape/globe. There's a little box with four options.
