Once it's downloaded, you launch XCOM 2's launcher.
In the launcher, you turn on the mods that you want active.
Then you launch the game.
I subscribed to like 20 mods now, never ever do I get any list whatsoever. before starting the game. And also no refresh Button. I will make screenshots to proove.

I tried restarting couple times, only enable 1 etc. It's always the same outcome. No list, no mods in-game no nothing..
Trying verifying game files now. Wtf it seems like I am the only one that can't get mods to work. I have a 2nd PC, will try to get them to work there now.
Okay tried the same with a different account and different PC. Still same result. I sub to a mod, I start the game and there is no list when seeing the XCOM 2 launcher. What the hell... :(
I did figure it out however, Steam was not downloading the mods. In your downloads you should see XCOM 2 - Workshop Content every time you subscribe. If you are not, check in your Steam Settings under Downloads and make sure you do not have any download restrictions on. I did, I removed the schedule and restarted Steam and was able to download the mods and see them in the launcher.
I recommend unsubscibing to the mods before restarting, restart Steam then subscribe again.
Yeah that actually worked, thanks. Steam is being dumb, download restrictions should only apply for AUTOMATIC, not for MANUAL downloads... it also downloads games out of schedule when I press install, so it should do it when I install mods...
