What controls Psi score?
I have two operatives, nearly fully trained, one has a Psi of 100 while the other is at 97. They haven't been on too many missions, so as not to leech XP.

Does anyone know what controls the Psi variance? Is it just random luck at unlock or are there any ways to increase it other than new amps?

Seems to be related to both their rank and the level of the psi amp. Don't think there's any other way of improving the score, not even PCS since Will no longer has anything to do with Psi score and chance on abilities

According to the wiki, it's a randomly rolled value between 4-12 each rank. I think the average for Magus is 98, so 97 would be slightly below average. No matter how good you roll, it can't go above 100. You need the better PSI Amps if you want more.

if I remember correctly the actual numbers is 4-11.

Can't say for sure I modded these numbers already but you can find the numbers in the DefaultClassData.ini file.

Also remember that the mindshield doesn't improve will like it did in the first game.

also when you kill a Psi enemy with the Psi op guy you grt Psi credit,
