The Avatar project isn't much to worry about as it progresses, The only worry you need to have is to make sure it doesn't fill up completely. Long as you can make it and destory any existing facilities...
If there are no facilities (Including none that are hidden from your view) the Avatar project slows down a lot. Dark Events you choose to ignore are only other way that they can progress it.
You can actually let the avatar project fill up. It only starts a 20 days countdown when it is activated. From there you can do a blacksite mission and it will revert back to the bar.
pretty much this as long as you have plenty of other facilities to raid u can stall the timer for a long time.
Think it was because I saw someting about how you dont need to fear it. Triggered a massive count down however and the world subsequently exploded. So yes in future I will fear the Avatar project!
I think there is a big difference between understanding when something becomes a threat and completely ignoring it.

Wait until it fills up, you get 20 more days, wait until you have 2 days left, attack blacksite, that resets the counter, rinse and repeat.
From what I have seen, it is impossible to prevent it from filling up and you could even screw yourself over trying it by attacking all blacksites in your region and then have none left which you can reach in time.
there's no need to fear it, but you can't completely ignore it...
every game i let the project fill up and only do missions to make it go down after the 20 days count timer starts
you can stay on the edge of it like this for several (in game) years before you finally run out of ways to knock off pips. long past where you can recover from early mistakes and easily have a strong enough force to win with
my only advice would be always know what your next method for reducing the project is, if you know you have something handy (either a storyline point or a factory) then there's nothing to fear from it, go do whatever you want and than trigger your avatar reductions as needed
on Vetran you get 21 days, thats 3 weeks, I made it to august of 2036 before I beat the game, just messing around waiting.
on Commander you have 7 days, so make sure you got a story mission or facility raid ready to go (first one is 14 or so days)
but still wait for it to fill up before moving ahead. it adds alot more time to ride out the doom ticker.
also regarding intel, use the skulljack. research skullmining, get a 70% to kill an advent and do a hack roll for 20 intel every mission. Skulljack and gremlin mk 2 is +45 hack score. works out to maybe 10 intel a mission. which means you can get enough to do your contacts pretty easily and still have plenty to buy out the black market.
