Quickdraw or Death from Above?
Both seem pretty badass.

When I build a sniper the Lightning Hands perk insdead of the Deadeye.

It's more useful.

But DFA is way more useful than Quickdraw. They should be on top of buildings overwatching while you move around the map.

Lets take a look at all the ablities.

Long Watch
Allow Overwatch to trigger with Squadsight.
vs
Return Fire
When targeted by enemy fire, automatically fire back with your pistol once per turn.

By far Long Watch is more useful. Your Sharpshooter shouldn't be getting targeted or moving.

Deadeye
Take a shot with a small aim penalty for a significant damage boost. 2 turn cooldown.
vs
Lightning Hands
Fire your pistol at a target. This attack does not cost an action. No turn cooldown (this might be a bug because wikis say it does but it doesnt in game)

Lightning Hands hands down. Why? Because one single shot ever 2 turns that could maybe do some extra damage OR you could do that extra damage with a pistol every turn for free. And yes pistols get good and they have a high acc and a nominal range. Why take a hit to acc to do extra damage every 2 turns maybe. Also when you have to move with the squad firing your pistol twice is as good as once with a (machine gun equivalent) when the pistol is upgraded even better. It might even be better becaues you can split that damage among two targets in dead of over damaging one.

Death From Above
Killing an enemy at a lower elevation with your sniper rifle costs only a single action and does not end your turn.
VS
Quickdraw
Firing your pistol with your first action no longer ends your turn.

You already have Lighting Hands. Take DFA!

Kill Zone
Take a reaction shot against any enemy that moves or attacks within a cone of fire. 3 turn cooldown.
VS
Faceoff
Fire once at every visible enemy with your pistol. 3 turn cooldown.

Kill Zone because I hope to god I dont have my sharpshooter in pistol range of 3 or more guys to make it useful!

Steady Hands
If you didn't move last turn, gain +10 aim and +10 critical chance.
VS
Aim Hunker Down now confers +20 aim to the first shot on the following turn.

Steady Hands, there is no time to be standing around for a whole turn not shooting. Get a scope mod if you need aim!

Serial
Each kill made with your sniper rifle completely restores your actions. With each consecutive kill you get a critical chance penalty.
4 turn cooldown.
VS
Fan Fire
Fire the pistol 3 consecutive times at a single target. 3 turn cooldown.

Again there should be no reason for you to need anything other than Lightning Hands when it comes to pistols. So take Serial (Killer) ues it when everythign is low on health!

I think you have it all wrong...
AIM can max your chance to hit something.
Also, with DFA you don't have to waste a turn to use AIM.

The difference between 99% chance and 89% chance is that with 99% you hit 1000% more often. It basically let's you autohit your enemies. Combined with DFA, you can autohit multiple turns with very minor chance to miss.

Another thing is that you have Fan Fire and DeadEye all wrong. In the late game with GK and Sectopods, you need a lot of single target DPT. DeadEye scales better and Fan Fire is a single target damage skill while Serial is not. There are other classes that can handle AOE well. The issue is that sometimes with GK you want a lot of single target damage per turn.
