Obviously yes, but why do the tutorial deaths even count against it when they are unavoidable?
If you do the tutorial the ending screen will even say 0 soldiers lost despite not granting the achievement.
I finished the game once on Commander with the tutorial and did not get the achievement.
I then did another game (again Commander) without the tutorial and did get the achievement.
If you have done more testing and have a different result, by all means share it
I think you missed what the whole discussion was about. I too have finished the game on Commander difficulty, stats screen says I lost no soldiers, but because I did the tutorial, I didn't get the achievement.
