how many resistance coms you need?
just wondering. cause really if I only need one and can upgrade/fully staff to fully cover the map...

Two of them are needed if you want the whole map. One, even fully staffed, is not enough.

Assuming you don't get any resistance comms from the rumor locations, you need two upgraded comms.

Yea just one or sometimes two, a welcome change since EU made you make like 6+ satellite arrays.

EU/EW required four (two Uplinks and two Nexus) in order to cover the entire map, and also had a total of 24 base slots.

XCOM 2 has 12 build slots, and needs 2 Comm Relays to cover the whole map.

I'm sensing a consistency of ratio here.

This is true, but if you want the entire map you will need two unless you get some as a reward from somewhere. That's all.

My bad it has been awhile since I played that great game, regardless I like the fact that in this game the satellite rush strategy isn't a must, just one or two relays and your pretty much good(I dont think it's necessary to cover the entire map to complete the game.)

One fully staffed is good enough to get you to the endgame and RIP avatar factories.
Two if you are completionist and want to get every piece of land.

Altho on legend may need two as I did, because AI builds avatar factories faster.

What about power stations? Would 1 fully upgraded/staffed Elerium generator be enough to power whole base, or do you need 2?

This one is more tricky.
You will definitely need 2 at least, probably fully upgraded.
The ideal is to position them atop of exposed power cores, but those might be deep in your base on 3rd-4th level, which forces you to build your first one on 1st or 2nd level of the base without exposed core bonus.
I was lucky tho, and got Africa start with power bonus, which gave +5 power bonus by joining 2 regions and adding a radio tower - which allowed me to skip building unbuffed power core completely until later in the game as I cleared the exposed cores to build on.
But realistically, as I built and upgraded both power generators on top of expose cores - I had so much power overflow, I think 1 simple power generator + 1 buffed should be enough to power whole base.

So basically:
- Look at your map, if you cannot grab +5 power bonus fast enough, then start building one power generator immediately, upgrade it, and then later build one more on top of exposed core.
- If you can grab +5 continent bonus fast enough, then focus your expansion+intel+supplies on that, while chewing your way down to the exposed cores
