Wrong, XCOM 2 does not work the same way as XCOM 1.
Your operative can learn all abilities, it's best you keep an engineer staffed because it would take a considerable time if you don't.
This is no longer true, training is all that is required.
The good thing about them is that they continue their training where they left off if you send them on a mission.
But try to keep them safe, injuries will interupt their training.
