XCOM 2
How do I give my soldiers combat sims?
I have two in my inventory but I don't know how to give them to my soldier? Do I have to build a facilty or is there something I'm missing here?

they need to be a specific rank to equip, they might not be high enough rank.

I belive you need a paticular facility to install the sims on your units.

On the soldier view screen, choose the personal combat sims option, it's under customize and loadout and above weapon upgrade.

You get there from the view soldiers option in armory, or the edit button when you're sending soldiers on missions, but it's disabled until you're done with the tutorial.

I don't think it requires a facility, but if it does, it's probably Advanced Warfare Center.

I have almost maxed troops but no one can use implants. Option just not active.

Could require Advanced Warfare Center, or maybe one of the ADVENT trooper/officer autopsies.

I don't get that opiton when i'm looking at my soldier, I'm currently building the Guerilla tactics traning school so maybe that will solve my problems. hopefully I will eventually stumble into what I need to do.

Do you have any PCS item, only can found as loot drop or buy from black market?

You also need to build a Guerilla Tactical School. The soldier must have a open PCS slot.

Yeah I had the sims but I hadn't built the guerilla tactics school, It's all good now.
