Just putting that out there, remember that your chars as scientist/engineer VIPs will still have the scientist/engineer outfit, not the one you created.
When you make characters in the character pool, there is an option to tell the game to use your charactets, randomly generated characters, or both, if you have both, your first squad will be 50/50 half of you soldiers will be your own created ones and the other half will be randomly generated.
If you use only the character pool, you will need to have enough custom soldiers to last the whole game, each soldier and VIP can only appear once, if they die they do not appear again later in the same save, if you run out of custom characters, the game will automatically switch to randomly generated characters,
In order to get your own VIPs to show for certain you will need to have the game set to 'character pool only', however if you have already run out of custom soldiers before a vip mission, the game will still choose from both your character pool and a randomly generated VIP.
In short in order to guarantee your own characters you will need to make quite a few soldiers, as in the amount you expect to use through the entire playthough.
Remember if you use all your soldier's or VIP's before the end of campaign, the game will start throwing in random characters as well.
Dark VIP: Neutralize targets (the advent dudes you punch out and then steal. Or just shoot.)
