you get them when you do certain missions - where the reward is a scientist or engineer. You can't recruit them like you can soldiers.

Not sure if there's a facility you can built to recruit them though, perhaps there is... haven't gotten that far yet.

You CAN recruit them, at times, in your resistance HQ and the blackmarket, BUT neither of those 2 is a guaranteed "spawn" for them, so either check back monthly (Central/councilguy tells you about new guys at resistance HQ) or franical choose missions with them as a reward.

Also building a workshop effectively provides you with an additional enginer, for the "initial" price of 1

you can go to HQ or blackmarket to recruit, the campaign will tell you that when its ready


and by go, i mean move your base there on the map

On the strategic map at your HQ you will see a timer on one side where you can pass time to gain intel etc. on the other side there is a fist, click that to view available recruits.
